中国国家质检总局今天下午披露《高耗能特种设备节能监督管理办法》该办法将从二00九年九月一日起施行。China's General Administration of Quality Supervision, Inspection and Quarantine announced this afternoon the Measures for the Supervision and Administration of Energy Conservation in Energy-Intensive Special Equipment, which will take effect on September 1, 2009.
中国国家质检总局有关人士表示，颁布和实施此项措施，旨在贯彻落实《中华人民共和国节约能源法》和《特种设备安全监察条例》中有关节能的规定，实现特种设备节能降耗，促进经济又好又快发展。An official from the administration said the measures were intended to implement the energy conservation provisions of the Energy Conservation Law of the People's Republic of China and the Regulations on Safety Supervision of Special Equipment, reduce energy consumption by special equipment, and support sound and rapid economic development.
此项措施出台之前，高耗能的特种设备节能工作基本处于空白状态。此次《办法》的制定对建立完善特种设备节能法规和标准体系，推进特种设备节能监管工作具有重大意义。Before these measures, energy conservation work concerning energy-intensive special equipment was largely undeveloped. The measures are significant for establishing and improving the relevant regulatory and standards framework and advancing energy conservation oversight.
据了解，《办法》主要内容包括高耗能特种设备的定义、范围、监管体制和基本原则等；高耗能特种设备生产、使用环节的节能要求；节能工作的监督管理以及法律责任等。The measures cover the definition and scope of energy-intensive special equipment, the supervisory framework and basic principles; energy conservation requirements during manufacture and use; supervision and administration of energy conservation work; and legal responsibilities.
目前，中国已建立了特种设备安全监察的完整体制，形成了从设计、制造、安装、改造、维修、使用、检验的全过程安全监察制度，培养了三万多人的监察、检验队伍。China has already established a complete system for the safety supervision of special equipment, covering the entire process from design, manufacture, installation, modification and repair to use and inspection, and has trained a workforce of more than 30,000 supervisors and inspectors.
据专家介绍，根据中国国情，最有效的办法实行特种设备安全监察与节能监管相结合的机制。此次《办法》将不设立新的行政许可项目，主要是充分利用现有的特种设备安全监察资源，在特种设备安全监察现有的行政许可、监督检查、检验检测等工作内容中增加节能的具体要求，完善从设计、制造、安装、改造、维修、使用、检验检测等全过程节能把关要求，逐步建立有效的高耗能特种设备节能监管体系，形成企业主动、政府推动、部门联动、典型带动的特种设备节能工作格局。Experts say that, given China's circumstances, the most effective approach is to combine special equipment safety supervision with energy conservation oversight. The measures will not create new administrative licensing items. Instead, they will make full use of existing safety supervision resources by adding specific energy conservation requirements to current licensing, supervisory inspection, examination and testing activities. They will strengthen energy conservation checks throughout design, manufacture, installation, modification, repair, use, inspection and testing, gradually establish an effective oversight system for energy-intensive special equipment, and create an approach based on enterprise initiative, government support, coordination among departments and the example set by leading cases.
