伴随财政部支持新能源发展和节能减排政策的出台，合同能源管理（EMC）优惠细则陆续亮相。有业内人士分析，高达万亿的建筑节能市场大门渐次开启，积极拓展合同能源管理业务的泰豪科技以及智光电气、荣信股份等节能设备制造商有望受益。Following the Ministry of Finance's policies supporting new energy development, energy conservation and emissions reduction, detailed incentives for energy performance contracting, also referred to as energy management contracting (EMC), are being introduced. 继上海之后，北京6月15日公布试行《合同能源管理项目扶持办法》。该办法显示，通过合同能源管理项目，节能量15%-25%的企业，给予不高过项目投资20%的补助，节能量25%以上的企业给予不超过项目投资30%的补助，单个项目的补助资金原则上不超过500万元。光大证券分析师王海生表示，“北京的政策将在全国产生示范效应，鼓励政策的出台或意味着国内节能服务市场的启动。如果按照30%的补助额度，节能改造投资平均回收期将由3年降至2年。”Following Shanghai, Beijing announced trial Measures to Support Energy Performance Contracting Projects on June 15. Under the measures, projects achieving energy savings of 15%–25% may receive subsidies of up to 20% of project investment, while those achieving savings above 25% may receive up to 30%. In principle, subsidies for a single project may not exceed RMB 5 million. Everbright Securities analyst Wang Haisheng said, “Beijing's policy will set an example nationwide, and the introduction of incentives may signal the start of the domestic energy services market. With a subsidy of 30%, the average payback period for energy efficiency retrofits would fall from three years to two.”
王海生认为，相关EMC公司将成为北京合同能源管理市场启动的直接受益者，其中泰豪科技在大型公共建筑系统集成市场占有5％的份额，并将因节能产品带动传统业务的成长。申银万国分析师吕琪则表示，泰豪科技在合同能源管理方面的业务值得期待，估计今明两年有可能收购相关EMC公司，并有望获得1-2亿元的合同订单。Wang Haisheng believes related EMC companies will directly benefit as Beijing's energy performance contracting market opens. Tellhow Technology holds a 5% share of the systems integration market for large public buildings, and its energy-saving products may also drive growth in its traditional businesses. Shenyin & Wanguo analyst Lü Qi said Tellhow's EMC business was promising, estimating that it might acquire relevant EMC companies this year or next and could secure orders worth RMB 100 million–200 million.

不过，有业内人士向记者透露，虽然节能服务市场空间巨大，但目前发展也存在融资等瓶颈。据其介绍，EMC公司大都规模较小，多采用无抵押的方式向银行申请信用贷款，制约行业发展的主要是融资难题。上述人士建议政府进一步放宽信贷，同时设立专项资金支持合同能源管理项目发展。However, an industry source told the reporter that despite the market's considerable potential, financing and other bottlenecks were constraining its development. Most EMC companies are small and apply for unsecured bank loans, making financing difficulties a principal obstacle to industry growth. The source suggested that the government further ease credit conditions and establish dedicated funds to support energy performance contracting projects.
