全国环保产品标准化技术委员会第二届委员会第一次会议组织了两项环保产品领域国家标准的审定。目前，这两项通过审定的国家标准《燃煤锅炉布袋除尘器》和《电袋复合式除尘器》已进入报批程序，向年内完成23项国家标准审定报批的目标又迈进了一步。The first meeting of the second National Technical Committee for Standardization of Environmental Protection Products reviewed two national standards for environmental protection products. The two approved standards, Bag Filters for Coal-Fired Boilers and Electrostatic-Fabric Composite Dust Collectors, have now entered the submission-for-approval process, bringing the committee another step closer to its goal of reviewing and submitting 23 national standards for approval this year.
据了解，全国环保产品标准化技术委员会成立于2004年12月，2008年已有4项环保设备类和基础类的国家标准(3项燃煤烟气脱硫设备，一项除尘器术语)由国家标准委批准发布。刚刚通过审定的《燃煤锅炉布袋除尘器》国家标准规定了燃煤锅炉烟气净化用袋式除尘器的制作、安装、调试、验收和运行维护技术要求，适用于燃煤锅炉烟气净化用袋式除尘器。《电袋复合式除尘器》国家标准规定了电袋复合除尘器的术语和定义、产品分类、基本参数、技术要求、试验方法、检验规则、标志、包装、运输和贮存。适用于电力、建材、冶金、化工、轻工等行业的工业除尘、原料及副产品回收工程中使用的除尘器。The National Technical Committee for Standardization of Environmental Protection Products was established in December 2004. In 2008, the Standardization Administration approved and issued four national standards covering environmental equipment and basic terminology: three for coal-fired flue-gas desulfurization equipment and one for dust collector terminology. The newly reviewed national standard Bag Filters for Coal-Fired Boilers specifies technical requirements for the manufacture, installation, commissioning, acceptance, operation and maintenance of bag filters used to clean flue gas from coal-fired boilers, and applies to such filters. The national standard Electrostatic-Fabric Composite Dust Collectors specifies terminology and definitions, product classification, basic parameters, technical requirements, test methods, inspection rules, marking, packaging, transport and storage. It applies to dust collectors used for industrial dust removal and the recovery of raw materials and by-products in industries including power generation, building materials, metallurgy, chemicals and light industry.
全国环保产品标准化技术委员会秘书处挂靠单位是中国标准化研究院，主要负责制定和修订水污染防治、大气污染防治、固体废弃物处理等环保设备和废渣、废水、废气、余热、余压综合利用的国家标准。据介绍，目前，我国相当一部分环保企业仍然缺乏具有自主知识产权的核心技术，装备制造存在低水平重复，部分市场仍由国外发达国家环保企业控制。全国环保产品标准化技术委员会组织研发了一批应用面广、代表性强的环保产品和设备技术标准。The committee's secretariat is hosted by the China National Institute of Standardization. The committee is primarily responsible for developing and revising national standards for environmental equipment used in water pollution control, air pollution control and solid waste treatment, as well as for the comprehensive utilization of waste residues, wastewater, waste gases, waste heat and residual pressure. According to the information presented, a considerable number of China's environmental protection companies still lack core technologies with independently owned intellectual property. Equipment manufacturing suffers from repetitive low-level development, and some markets remain controlled by environmental protection companies from developed countries. The committee has organized the development of a group of technical standards for widely used and representative environmental protection products and equipment.
全国环保产品标准化技术委员会秘书处黄进表示，今年将要完成审定和报批的23项国家标准，都是2008年已完成起草的标准。其中10项已完成审定和报批，包括医疗废弃物焚烧、空气净化、垃圾焚烧尾气处理、水污染防治、危险废弃物稳定固化、污水处理、中水再生利用等设备的标准。6项准备审定的标准分别是成套污水处理装置、填埋垃圾压实机、脱硫循环泵、烟气调节塔设备设计规程等。另外几项正在征求意见的标准分别是餐饮业厨余垃圾处理与利用设备、城市生活垃圾卫生填埋场快速覆盖与恢复植被设备、粪便无害化及资源化消纳站、环境保护设备的术语及产品分类、全封闭式医疗废弃物焚烧炉、畜禽养殖粪污处理与综合利用设备等。Huang Jin of the committee's secretariat said that all 23 national standards scheduled for review and submission for approval this year had been drafted in 2008. Ten have already been reviewed and submitted, including standards for equipment used in medical waste incineration, air purification, waste-incineration flue-gas treatment, water pollution control, hazardous waste stabilization and solidification, wastewater treatment and reclaimed-water reuse. Six standards awaiting review cover areas including complete wastewater treatment units, landfill waste compactors, desulfurization circulation pumps and design specifications for flue-gas conditioning towers. Other standards currently open for comment cover food-service kitchen waste treatment and utilization equipment; equipment for rapid covering and vegetation restoration at municipal solid-waste sanitary landfills; stations for the harmless treatment and resource recovery of human excreta; terminology and product classification for environmental protection equipment; fully enclosed medical waste incinerators; and equipment for treating and comprehensively utilizing livestock and poultry manure.
据介绍，全国环保产品标准化技术委员会在制定这些标准之前，就开始开展环保产品和设备运行效果方面的评价研究，目的是建立健全环保产品评价指标体系，为环保产品认证评价制度的建立提供支撑，并为政府部门出台相关政策法规提供科学决策依据。Before developing these standards, the committee had already begun research into evaluating the operating performance of environmental protection products and equipment. The aim is to establish a sound evaluation indicator system, support the creation of product certification and evaluation arrangements, and provide a scientific basis for government decisions on related policies and regulations.
