Lighting accounts for about 20% of Japan's total electricity consumption. The switch to LEDs aims to reduce that share by using more energy-efficient lighting.

Data released by GfK Marketing Services Japan, for example, show that domestic sales of LED bulbs increased rapidly after mid-March 2011. In the second week of April 2011, LEDs accounted for 27.1% of all bulb sales by volume and 67.0% by value, both record highs. In the Kanto-Koshinetsu region, which faced electricity shortages, sales that week rose by 182.1% year on year, substantially above the national average increase of 120.4%.

LED lighting is being adopted around the world, not just in Japan. White LEDs used in lighting fixtures have lifetimes exceeding 40,000 hours, about four times those of fluorescent lamps, require less frequent replacement, and consume only 10–40% as much electricity as fluorescent lamps. In Japan in particular, more companies have introduced LED lighting in response to the revised Energy Conservation Act, which took effect in April 2010. LED manufacturers' shipments of white LEDs for lighting have increased sharply. A Citizen Electronics representative said that shipments in 2010 were three to four times the previous year's level.

In 2005, when white LEDs were used only for a limited range of lighting applications such as streetlights, the price per unit of luminous flux was about ¥10/lm. That was far above ¥0.1–0.2/lm for incandescent bulbs and ¥0.3–0.6/lm for fluorescent lamps. However, the price of white LEDs per unit of light output has fallen by more than 30% annually on average.
