为了贯彻落实“十二五”规划纲要精神，国家发展改革委、财政部、商务部三部委昨日公布了《鼓励进口技术和产品目录(2011年版)》，此《目录》旨在优化进口结构，积极扩大先进技术、关键零部件、国内短缺资源和节能环保产品进口。To implement the Outline of the 12th Five-Year Plan, the National Development and Reform Commission, Ministry of Finance and Ministry of Commerce yesterday jointly published the Catalogue of Encouraged Imported Technologies and Products (2011 Edition). The catalogue aims to improve the structure of imports and actively expand imports of advanced technologies, key components, resources in short supply domestically, and energy-saving and environmentally friendly products.
笔者从国家发展改革委员会网站获悉，《目录》提及包括45个鼓励发展的重点行业，其中进一步明确了鼓励等离子显示屏(PDP)、有机发光二极管(OLED)等显示器件制造。这是继发展改革委第9号令明确推动等离子显示屏(PDP)、有机发光二极管(OLED)、3D显示等新型平板显示器件及关键部件产业优化升级和加快发展后，再次将鼓励该行业发展的重要信号。According to the National Development and Reform Commission's website, the catalogue identifies 45 priority industries whose development is encouraged, explicitly including the manufacture of display devices such as plasma display panels (PDPs) and organic light-emitting diodes (OLEDs). It sends another important signal of support for the industry, following the Commission's Order No. 9, which called for industrial upgrading and faster development of new flat-panel display devices and key components, including PDP, OLED and 3D displays.
我国目前平板显示行业在产业结构升级中面临的较大问题是关键部件特别是显示屏技术相对落后，长期依赖整体进口和技术引进。国家几次鼓励发展新型显示器件产业发展，我国已经有部分本土彩电企业着手研发平板显示屏，正摆脱受制于人的局面。四川长虹率先进军“屏”领域，目前再次取得重要技术突破。 4月25日，中国拥有自主产权的3D等离子显示屏在四川长虹实现量产,另外中国首个国家级OLED工程实验室也落户四川长虹，中国首条完整的OLED显示屏生产线已在长虹投产。A major challenge facing China's flat-panel display industry as it upgrades its industrial structure is the relative weakness of key component technologies, especially display panels, and its long-standing dependence on imports of complete units and imported technologies. Following repeated national encouragement for the development of new display devices, some Chinese television manufacturers have begun developing flat-panel displays and are moving away from dependence on others. Sichuan Changhong was an early entrant into display panel production and has now achieved another major technological breakthrough. On April 25, 3D plasma display panels based on China's own intellectual property entered mass production at Sichuan Changhong. China's first national OLED engineering laboratory has also been established there, and the country's first complete OLED display panel production line has begun operating at Changhong.
